Foreign Minister Hussain Amir Abdullahian and Governor of Tabriz Malik Rahmati were supposed to travel in helicopter number two, but at the last moment, Imam Muhammad Al Hashim was also taken off in front of Tabriz.

The foreign minister, the governor and the presiding imam were all in the helicopter of President Ibrahim Raisi and died along with him in the accident.
