Muzaffarabad: The Prime Minister has announced the formation of a cabinet committee to determine the defects in the design of the Neelum Jhelum Hydropower Project and to determine the responsible parties and has said that any defect or delay in the public welfare project cannot be tolerated.

He said this in his speech on the occasion of the visit of Neelum Jhelum Hydropower Project. Federal Minister for Kashmir and Gilgit-Baltistan Affairs Engineer Amir Makam, Interior Minister Mohsin Naqvi, Industry and Production Minister Rana Tanveer Hussain, Information Minister Attaullah Tarr, Azad Jammu and Kashmir Prime Minister Chaudhry Anwarul Haq and other relevant officials were also present on this occasion. Prime Minister was briefed about Neelum Jhelum Hydropower Project.

The Prime Minister announced the formation of a cabinet committee to determine the defects and responsibility in the design of the Neelum Jhelum Hydropower Project and said that what could be more unfortunate than spending billions of dollars to complete the project and the design in it. Defects come to light, defects or delays in the public welfare plan cannot be tolerated under any circumstances, the defects arising in April should be rectified, the final report of the previous year’s event should be submitted in the same month.

The Prime Minister said that about 5 billion dollars of the country has been spent on the Neelum Jhelum Hydropower Project, its initial estimate was 840 million dollars, which increased to 5 billion dollars and time was also lost, per MW on this project. The cost is 4 to 4 and a half million dollars. In the last few years, four LNG projects of 3,500 megawatts were installed. Double LNG projects could have been installed for 5 billion dollars.

The Prime Minister said that the Neelum Jhelum Power Project is one of the largest energy projects in Pakistan, it is a major hydroelectric project and it has experienced the second incident of malfunction, before which malfunction occurred in July 2023. His inquiry report has not yet been finalised, this is also a challenge, the reasons and responsibility for the failure in the project should have been determined, to ensure the supply of cheap electricity, the then Chairman WAPDA and I commend the Secretary Water and Power for restarting production from this project day and night, but in April 2024, this project again fell into disrepair.

Shahbaz Sharif said that the delay in the projects is an abuse of the nation when such a big project was being planned and its design was being made, then third party verification was done for it and the contractors? Geological hazards should have been designed and taken care of.

The Prime Minister said that a final report should be prepared this month on the basis of an interim report of the IPO regarding this project, the responsibility of the designer, contractors and whoever is responsible should be determined. A cabinet committee is also being formed which will include experts who will determine the responsibility. How can an inquiry be held from those who did not play a role in preventing this malpractice?

The Prime Minister ordered that Chairman WAPDA finalize the report this month, take 12 days instead of 10 to remove the defect in the headtunnel, but this defect should be removed. An investigation should also be conducted to find out the reasons, it should not be delayed any longer.
