During the period of General Zia-ul-Haq, the Deputy Martial Law Administrator also used to go to the open court along with the Commissioner and listen to the complaints of the people and solve the public problems on the spot and issue necessary orders and the district authorities were also present in which the people used to come and express their opinions. Problems and complaints of government officials were also used and government employees were also in danger that their complaints would not reach the top.

It has been made easy to meet SP, DSP and difficult to meet police station SHO in Karachi, Lahore and big cities. ACs have been installed in the offices of SHOs, the doors of their offices are often closed and soldiers stand outside and only special people are allowed to enter and it is said that the area is on patrol.

Not only SHO, now also SSP, SP and DSP always come to their offices late and sit in cold rooms outside of which soldiers are stationed and these gentlemen are office staff or people of their choice. They like to meet and when ordinary people want to meet, they are told that they are in a meeting, while they are sitting alone in the office, busy on the phone or watching TV.

Most complaints related to police are in Punjab and Sindh.
