The Constituent Constitution of 1973 defined the constitutional boundaries of all the institutions which were unanimously approved by all the political parties and the political parliamentary leaders in the National Assembly. And the judiciary was also restricted, but only four years after the approval of the constitution, martial law was imposed in the country.

Although in the constitution, all the stakeholders were bound to fully abide by the constitution so that no one is above the constitution and under Article 6 of the constitution, the then prime minister Zulfiqar Ali Bhutto understood in his knowledge that the constitution has protected the country from an unconstitutional measure i.e. martial law and democracy will continue in the country according to the parliamentary system and the parliamentary head of the country will be the Prime Minister instead of the President.

Zulfiqar Ali Bhutto was elected as the first Prime Minister under the same constitution and in the two major provinces of the country, the People’s Party and the NEP and JUI were elected as the Chief Ministers in the remaining two smaller provinces and the country was also a new state and expected. All the political parties will serve the people within the limits of the country’s constitution and will not take care of the wounded country anymore.

But Zulfiqar Ali Bhutto was not satisfied with his governments in the federation and two provinces and wanted his own government in all four provinces and he could not tolerate the opposition governments in two small provinces even though the Chief Minister of Borders Maulana Mufti Mahmood and the Minister of Balochistan. Then KJUI Chief Minister Mufti Mehmood resigned in protest, after which Zulfiqar Ali Bhutto elected his own Chief Ministers in both provinces and all this was done within constitutional limits because the Constitution There was no ban on imposing governor rule.

At that time, the country needed political unity, but why was it in a hurry to bring PP governments in two provinces in the name of the constitution? Political turmoil in the country increased and Prime Minister Bhutto called an unexpected general election early in 1977, while the assemblies had not completed their constitutional term.

General elections were held under the supervision of the Zulfiqar Ali Bhutto government, with which the army had nothing to do with it, and 9 opposition parties formed an Islamic democratic alliance against the Zulfiqar Ali Bhutto government and the People’s Party. Happened from Zulfikar Ali Bhutto got himself and his leaders elected unopposed under the plan, against which there was a nationwide movement. The PPP government imposed martial law in three major cities in order to crush the opposition movement and Bhutto to strengthen his second government even though the first PPP government was very strong but Bhutto added more power and They wanted strength.

Institutions were with the government with the help of which Zulfiqar Ali Bhutto used every tactic he could to crush the nationwide protests. Forces were used to crush the opposition protests in the name of the supremacy of the constitution. Blood was shed in the country, jails were filled with arrests, all major leaders were also arrested, but when the movement gained strength, the People’s Party government was forced to negotiate with the opposition, with which an agreement was reached, but it was not implemented, General Zia-ul-Haq 5 July. They were forced to impose martial law in 1977 which the constitution could not stop and the affairs of General Zia and Bhutto reached this extreme and Zulfiqar Ali Bhutto was hanged and the constitution of 1973 could not save him who was called the creator of the constitution.

In the 51 years of the constitution, the country could not be blessed with political stability, after which two governments of the People’s Party and the Muslim League came and all continued to interpret the supremacy of the constitution and the constitutional interpretation of the will, but both General Pervez Musharraf came to power. could not stop them, to whom the judiciary gave unconstitutional authority to amend the constitution and the decisions of the judiciary continued to be controversial. So far, non-civilian power came twice, two political governments were dismissed by the judiciary. The establishment was done by the PTI, which was fully involved in politics, whose chairman became the prime minister with the full support of the establishment and the judiciary, but the term was ruled out by non-political decisions and arbitrariness. Could not complete and now serving jail time.

Every ruler and government took the name of the constitution, but no one followed the constitution. Everyone claims that they are following the constitution. All were contenders to live within the limits of the constitution in their own right. All were powerful in the intoxication of power and the constitution remained helpless. Arbitrary interpretations have distorted the Constitution, resulting in political chaos in the country.
