What is National Action Plan?

The Faizabad dharna case report also called for the full implementation of the National Action Plan because it is a systematic and effective plan against violence, terrorism and all forms of unrest. We are suffering. Its last part concludes with a reminder to the rulers that it will be fully implemented.

Out of the 20 points of the National Action Plan, four points were reviewed in the previous column, now a brief review of the next points. Herewith a re-examination of the most important institution Necta.

(4) NECTA i.e. National Counter-Terrorism Authority will be made strong and active. This is a very important point of the National Action Plan. A former police officer of Punjab, Mushtaq Sukhera, when he was IG Punjab, I remember, he said on a TV channel, “Necta could not be activated against terrorism, which is regrettable.” Fight against terrorism and common crimes to the best of their ability.

This was true as the most important anti-terrorist agencies, including NECTA and the police, are facing a cold shoulder from the government, and there is still a serious lack of coordination and cooperation between all intelligence and security agencies. Created in December 2014. Necta, established after the National Action Plan, was supposed to be operational, but it did not happen.

The Chairman of the Board of Governors of Necta is the Prime Minister while the Chief Ministers of all the provinces of Pakistan including Gilgit-Baltistan, the Prime Minister of Azad Kashmir, the Federal Ministers of Interior, Law, Defense and Treasury, the Director General of ISI, IB, MI and FIA. IG Police of all provinces, Chief Secretary, Home Secretary and other important officials are included. But the meeting of the board of governors of this authority is not held regularly.

(9) Ending religious extremism and guaranteeing protection of minorities’ But here too there is disappointment, no progress. No concrete steps have been taken to eradicate extremism.

(10) Registration and regularization of religious madrasas, the performance of the federal and provincial governments in this regard is in front of everyone. The management system and syllabus can be organized and highly qualified teachers can be recruited to teach the students of religious madrasas. There is no good news, but the federal government of Tehreek-e-Insaf and the Khyber Pakhtunkhwa government continued to fund madrasas from the public treasury, and the PTI government in Punjab also continued to follow the same approach.

(11) To stop glorifying terrorists and terrorist organizations in the media and presenting them as heroes, no concrete work has been done in this regard, even today many anchors, journalists and YouTubers are actively active. But now Imran Khan is also calling his movement Jihad.

(12) Making administrative and developmental reforms in FATA. This point was of the most importance ‘Due to lack of law enforcement in these areas, these areas became strongholds of terrorists and underworld mafia and the entire country, especially Khyber Pakhtunkhwa, was bathed in blood’ British Govt. In order to achieve their colonial interests, these areas were kept unconstitutionally on the ground. Instead of the institutional system, the entire FATA and Pata were handed over to the British stipend-eating queens, chiefs and malkans. Even the backward and poor Pakhtuns should not get the right to lead a human life. “There is no progress in this regard either” but today terrorism has increased in these areas, but TTP has become more active after the government of the Taliban in Afghanistan.

(13)Terrorists’ communication system will be completely destroyed It is true that Operation Zarb Azb has achieved great success but now the “good” Taliban are active against the interests of their country and people. (14) Conducting a solid and organized campaign against terrorism through the Internet and social media. When will this campaign take place, the answer will be with the policy makers? They are active in the media but there is no news about any initiative at the government level.

(15) No safe space will be allowed for the promotion of extremism and terrorism in the country. Is.

(16) The ongoing operation to establish peace in Karachi will be carried out to its logical conclusion – it has been implemented – but it is felt that the underground miscreants are once again doing activities to disrupt the situation in Karachi too. The network of various extremist organizations is strong.

(17) Balochistan needs special attention because there is not only religious but also nationalistic terrorism is taking place in Balochistan. There is a need to strengthen the administrative network with measures to bring about social changes in Balochistan. (18) A lot still needs to be done on the front of measures against the elements spreading sectarianism because there is a fear that the mutual appearance of our so-called brother countries may become a proxy in Pakistan as well.

(19) Formulating a policy to deal with the problem of Afghan refugees. There is some progress in this regard. The policy of the federation and the provinces should be the same. Now a stable government has been established in Afghanistan, so there is no reason for Afghans to stay in Pakistan.

(20) Bringing reforms in the criminal justice system. Did you mention terrorism? The existing criminal laws and judicial system are not capable of punishing common criminals. Reforming the law and improving the judicial system is the most important need of the hour. Thus, the formation of such a police and prosecution that can actually punish the perpetrators of terrorism in particular. “We have less time and the competition is tough” to fight terrorism. It is not so easy to clean the country from the dirt of the last 40 years. Each point in these 20 points deserves serious and important attention in its place. It is necessary to form separate expert groups or think tanks to work on each point of the agenda and make concrete recommendations to them within a specified period. And be asked to prepare a plan of action. The only obstacle in the implementation of the National Action Plan can be the incompetence of the government.
